Why do I need to step down the power supply by 18V before entering the power chip to step down to 5V?

The input power supply is 24V. Why do you need to step down the power supply before entering the step-down chip? 18V is stepped down to 5V when entering the power supply chip. It seems that several schematic diagrams are designed in this way. Please help us to see why we need to design this way and why not directly enter Power chip step-down?

Direct transfer, the efficiency will be low, the temperature will rise, and the heat dissipation will not be good. A level is added in the middle to ensure the efficiency and the temperature rise meets the requirements.

Let me ask, why two transistors are used here, and if the voltage difference is too large, the power conversion chip should not cause the temperature to be too high, and the general power chip selection should be considered.

    The circuit in the picture does not have a two-stage voltage stabilization, but a one-stage voltage stabilization. The two triodes and the voltage stabilizing tube form a reverse connection protection circuit.
