The varistor RV2 should be placed in front of the rectifier bridge. The selection of varistor MOV1 is 14D511K, and MOV2 can be 7D511K.

Is the surge test level 1500V? I only know that there are 500V, 1000V, 2000V, 4000V, or higher (manufacturer self-determined), of course these are all differential modes. If your circuit is grounded, you should also consider a common-mode surge test for grounding.
